AI Grants and Funding for Ontario Small Businesses in 2026

Last reviewed: November 3, 2026. All amounts are in Canadian dollars. Program availability, funding and eligibility can change.

If you are looking for an AI grant for your Ontario business, the first question is what you want the funding to pay for. Training employees, planning a digital upgrade, integrating AI into operations and developing an AI product can lead to different programs.

There are grants and other funding options worth checking, but there is no single program in this guide that pays for any small business to buy an AI subscription or hire an AI consultant. Some support is non-repayable. Other funding must be repaid, and some programs require a substantial project or an established business.

This guide helps you identify a starting point, check the conditions that could rule a program in or out, and prepare your next step. It includes Ontario-wide programs and the different regional routes for southern and Northern Ontario.

Which AI Funding Route Should You Check First?

Start with the work you need to fund:

Your business need First route to investigate What to understand first
Train employees to use AI in their jobs Ontario Job Grant The course and provider must qualify; approval is required before training starts.
Prepare a digital modernization plan OCI Digital Modernization and Adoption Plan (DMAP) Planning support rather than a general implementation grant.
Modernize a physical retail or direct-to-consumer location OCI Retail Modernization Project Grant (RMPG) Broader digital funding; check the proposed purchase rather than assuming AI eligibility.
Carry out a substantial AI adoption project in southern Ontario FedDev Ontario RAII Repayable funding; minimum business age, staffing and project scale apply.
Develop or adapt AI within a product or service NRC IRAP AI Assist; FedDev RAII commercialization stream where applicable Innovation and commercialization requirements differ from ordinary software adoption.
Adopt or commercialize AI in Northern Ontario FedNor RAII Separate regional rules, including sector exclusions.
Finance a defined AI or digital investment BDC LIFT A loan, with revenue, financial and planning requirements.

These are routes to investigate, not confirmation that your business qualifies. If the proposed solution is still unclear, our AI consulting for small businesses service can help define the business problem before you seek project funding.

Grants and Non-Repayable Support to Check

Ontario Job Grant for Employee Training

The Ontario Job Grant, formerly the Canada-Ontario Job Grant, offers up to $10,000 per trainee for eligible training. Employers with fewer than 100 employees generally contribute at least one-sixth of eligible costs; larger employers contribute one-half. Certain previously unemployed new hires at small employers may qualify for $15,000 and full funding.

Employers need a physical Ontario location with at least one year of active operation at that location before applying. Business owners, including individuals with a controlling interest in a corporation, are ineligible as trainees.

The course and provider must qualify, and approval is required before training starts. Training must relate to an Ontario job and meet the program’s delivery requirements. Business consulting and training delivered by a product vendor on its own product or service are excluded.

First step: Check the official requirements with your proposed course, provider and trainees before booking.

OCI DMAP for Digital Planning

The Digital Modernization and Adoption Plan (DMAP) offers a matched grant of up to $15,000 to help businesses plan technology investments. Ontario's May 2026 DCC announcement confirms this planning support.

OCI lists Ontario-based, for-profit SMEs with 1–499 employees as its target group and describes intake as first-come, first-served while funds last. Confirm the full applicant, consultant and cost-sharing requirements before commissioning work.

For a business considering AI, this may be a route to investigate when the immediate need is a broader digital plan. It should not be presented as funding for every AI build.

First step: Contact OCI through its Digital Competence Centre and ask whether your planning project and proposed consultant qualify.

OCI Retail Modernization Project Grant

The Retail Modernization Project Grant (RMPG) lists up to $5,000 in non-repayable funding for eligible digital hardware and software. OCI identifies requirements including a public-facing Ontario commercial location, direct-to-consumer sales, 1–50 full-time staff, at least one year of incorporated operation and at least $100,000 in annual revenue.

This is broader digital funding, not an AI-specific grant. Confirm purchase eligibility, matching requirements and timing with OCI. Its page says applicants may apply to DMAP or RMPG, not both.

First step: Use the RMPG intake linked from the DCC page.

AI Project Funding That Must Be Repaid

FedDev Ontario RAII for Southern Ontario

The Regional Artificial Intelligence Initiative (RAII) has two business streams in southern Ontario. Both list $125,000–$5 million, covering up to 50% of eligible costs, as repayable support.

AI Adoption requires at least three years of operations, five full-time equivalent employees and fewer than 500 overall. It targets integration beyond simply purchasing commonly available AI tools.

AI Commercialization and Scale-Up requires at least one year of operations, one full-time equivalent employee in southern Ontario and fewer than 500 overall. It supports Canadian-made AI products and services.

The applicant requirements also address incorporation, location, IP rights and responsible AI. These thresholds help distinguish the program from small software-purchase grants.

Funding is interest-free but fully repayable, normally beginning one year after project completion. The minimum contribution and maximum cost share imply at least $250,000 in eligible project costs to request the minimum amount. That is a calculation from the published terms, not a standard package price. Application preparation costs are not reimbursable. See how funding works.

Current deadlines: Apply by November 24, 2026 if the proposed project and eligible costs start before March 31, 2027. The final deadline is January 19, 2027, at 4:59 p.m. Eastern. Verify the intake dates before submitting.

First step: Compare your business and project against the requirements, then discuss fit with FedDev Ontario before preparing a full application.

FedNor RAII for Northern Ontario

Northern Ontario businesses use FedNor's RAII, with separate eligibility and contribution rules. Its current page excludes retail and service-based businesses. For-profit contributions are normally repayable and can cover up to 50% of eligible costs. A separate stacking limit applies: total government assistance cannot exceed 50% of eligible capital costs or 75% of other eligible costs. The 75% limit is not FedNor’s own contribution rate.

Applicants must demonstrate financial and delivery capacity and a sustainable business model, normally supported by two years of operations. Project benefits must accrue to Northern Ontario.

Use FedNor's own staffing and timing requirements for this route. Read the FedNor program page for the regional terms.

First step: Discuss your project with a FedNor officer before relying on a specific contribution amount or schedule.

Support for Businesses Developing AI

NRC IRAP AI Assist

NRC IRAP AI Assist focuses on innovative SMEs developing or adapting generative AI and deep learning. Its stated activities include research, product development, testing and validation to incorporate AI into core products and services.

This is a different starting point from seeking reimbursement for an ordinary software subscription. The public overview does not offer a universal grant amount for every applicant. Ask NRC IRAP what financial or advisory support is available for your particular project.

First step: Existing IRAP clients should contact their industrial technology advisor. Other innovative Canadian businesses can contact NRC IRAP at 1-877-994-4727. Start with the official AI Assist overview.

Financing When a Grant Is Not the Right Route

BDC LIFT for AI and Digital Investments

BDC LIFT combines consulting and financing. Its digital transformation and AI page lists loans of $25,000–$2 million, with up to 12 months of principal payment postponement, subject to conditions.

Published minimum requirements include at least $1 million in revenue, current profitability, a sound financial foundation and credit history, and an implementation plan. BDC’s eligibility FAQ requires Canadian technology or equipment suppliers; preferential terms may also apply. Confirm supplier eligibility and the plan and BDC Advisory Services requirements directly with BDC before relying on an independently prepared plan.

First step: Review LIFT's digital transformation and AI requirements with BDC and compare the financing against your cash flow and other options. This is borrowing, not a grant.

Closed Programs and Older Information to Watch For

Two programs still appear in funding searches but should not be treated as currently open opportunities:

  • OCI Future Ready: The current program page says it is closed to new projects. Older brochures and search summaries may still describe an open intake.
  • OCI Technology Demonstration Program: When we checked the DCC page on November 3, 2026, TDP was marked as closed for applications. Check its current status with OCI; a past DMAP project does not make implementation funding available today.

The CDAP Boost Your Business Technology route is also unavailable to a new applicant without a valid grant agreement signed before February 19, 2024. Check the BDC closure information rather than relying on older CDAP articles.

A Practical Roadmap Before You Apply

1. Define the Business Problem

Describe the task or decision that needs to improve. For example, a business struggling with customer intake might need better forms and routing before it needs AI. Funding should support an appropriate solution; it should not determine the problem you choose to solve.

Write down the current workload, delays or errors and what improvement would be useful. Separate an employee skills gap from a need to purchase or build a system.

2. Check the Conditions That Could Rule You Out

Before requesting detailed proposals, record your location, incorporation status, years in operation, employee count, revenue and industry. Compare them with the relevant program's rules.

Then check the project itself. A business can meet the applicant criteria while proposing an ineligible activity. Training approval, software costs and development work should be checked separately.

3. Build a Budget You Could Actually Fund

Obtain a scope and quotes that distinguish planning, implementation, training and ongoing costs. Identify what the program could support, what you must contribute and what remains outside the application.

Ask about reimbursement timing, repayments and whether different funding sources can be combined. Check the rules on combining support before allocating the same expense to more than one program. A maximum award is not an estimate of what your project will receive.

Our guide to comparing AI consulting proposals explains what to clarify about deliverables, operating costs and handover before accepting a quote.

4. Confirm Spending Rules Before You Commit

The Ontario Job Grant requires approval before training starts. FedDev warns that pre-decision activities and costs are at the applicant's own risk, even where earlier project costs may be considered. FedNor also publishes a limited retroactive eligibility window.

Ask the administrator which start date applies, what commitments you can make, and what evidence you must retain. A potentially eligible expense is not a promise of funding. Avoid paying a deposit on the assumption that an application will succeed.

5. Assign Someone to Manage the Application and Delivery

Choose an internal owner for financial information, supplier coordination, milestones and reporting. Establish how the business would proceed if approval is delayed, reduced or declined.

For a modest project, a simpler improvement funded from the operating budget may be more sensible than delaying the work or expanding its scope to chase a program. Compare the likely benefit of funding with the effort, timing and obligations involved.

Frequently Asked Questions About AI Grants in Ontario

Is There a Grant to Pay for Any AI Tool My Business Wants?

None of the programs described here offers unrestricted funding for any AI purchase. The business, activity, provider where relevant, and spending dates must satisfy the chosen program's requirements.

Can a Sole Proprietor or Very Small Business Apply?

Eligibility varies. FedDev RAII has incorporation, staffing and business-age requirements. Other routes have different rules. Start with those thresholds rather than assuming the small-business label means every business structure qualifies.

Can I Get Funding for an AI Consultant?

It depends on the program and the work. DMAP is a planning route to investigate; Ontario Job Grant excludes business consulting. FedDev excludes application preparation costs. Obtain confirmation of the proposed scope and provider's eligibility before engaging them on the expectation of reimbursement.

Are AI Grants and AI Loans the Same Thing?

No. A grant or non-repayable contribution generally does not require repayment when its conditions are met. A repayable contribution or loan does. Compare repayment, eligible costs and reporting requirements as well as the amount available.

What If I Do Not Qualify for Any of These Programs?

Revisit the scope and consider a smaller first step, internal training or regular financing where appropriate. You may also find sector-specific opportunities. A useful project can still be worth doing without a grant.
